Abstract: Through an international comparative study, this research aims to examine the background of recent debates on ‘the backlash against multiculturalism’ and understand the contents and shifts (if any) of multiculturalism policy in major migrant-receiving countries: the United Kingdom, the Netherlands, France, Australia, New Zealand and Canada. The case studies in this research indicate that the definition of multiculturalism is interpreted in different ways leading to diverse contents and types of policies. The contextual characteristics of each country, including its migration history, political background, economic situation and cultural aspects need to be taken into account before one argues for the failure of multiculturalism policy. The study, therefore, highlights that one should be cautious of taking a normative approach to the concept of multiculturalism.
